2025 Ocean Literacy Item Writers’ Workshop

In alignment with the Twelve-Year Basic Education Curriculum Guidelines and to better understand the development of ocean literacy among elementary, junior high, and senior high school students in Taiwan, the Taiwan Marine Education Center (TMEC) has entered the fourth phase of its Three-Year Ocean Literacy Assessment and Database Project in 2025. This long-term initiative aims to assess the implementation of marine education in Taiwan and to provide data-driven strategies for improving ocean education at the local level.
On April 25, TMEC held the “2025 Ocean Literacy Item Writers’ Workshop” at the GIS NTU Convention Center, with a total of 18 participating educators. The first session was led by Associate Professor Tsai Liang-Ting from the Graduate Institute of Education at National Taiwan Ocean University. He presented the findings of past assessments (conducted in 2018, 2021, and 2024), and outlined the main objectives and procedures for the development and revision of test items in 2025. The session also included an overview of item development guidelines, with examples from previous tests used to highlight key considerations and common pitfalls when designing new questions.
In the second session, three experienced educators—Ms. Li Ming-Hsia (Dingnei Elementary School, Keelung), Mr. Hsu Chi-Che (Jiande Junior High School, Keelung), and Mr. Chen Cheng-Chang (New Taipei Municipal Xindian Senior High School)—shared their experiences participating in TMEC’s item development in previous years. Finally, participants were divided into item development teams based on their expertise and teaching backgrounds. Test item assignments were aligned with the five major learning themes of ocean literacy: marine recreation, marine society, marine culture, marine science and technology, and marine resources and sustainability. Each group began work on drafting initial test items in accordance with the core content areas relevant to each theme.
