Evaluation of Marine Education Achievements Promoted by Municipalities and Counties During the Academic Years 2023–2025

  To encourage municipalities and counties to integrate outdoor education resources and resources from marine education centers, and to assess the outcomes of implementing marine education in schools, the K–12 Education Administration of the Ministry of Education commissioned the Marine Education Center to organize an evaluation of the marine education achievements promoted by municipalities and counties during academic years 2023–2025.

  This evaluation encompassed three categories: online platforms, written reports, and promotional and instructional achievement presentations. The online platforms and written reports categories were evaluated by five judges between July 28 and August 7, whereas the promotional and instructional achievement presentations were evaluated from August 20 to August 22 at the Golden Lake Hotel in Kinmen County as part of the 2025 National Marine Education Achievement Exhibition and Teacher Workshop. During this workshop, representatives from local governments introduced their marine education initiatives to five judges, showcasing localized marine education practices and facilitating exchanges with educators from across Taiwan.

   The final review meeting was held on August 21. After the scores from each judge had been standardized, the results were as follows: three governments received an award for excellence, three received an award for merit, five received honorable mentions, and three received the Ocean Spirit award, which recognizes innovative achievements but does not provide monetary or material rewards. The detailed results were as follows:

  • Award for Excellence: Tainan City, Keelung City, Penghu County 
  • Award for Merit: Taipei City, Kaohsiung City, Kinmen County 
  • Honorable Mention: New Taipei City, Taoyuan City, Yilan County, Yunlin County, Pingtung County 
  • Ocean Spirit Award: Yunlin County, Chiayi County, Taitung County 

  The results were publicly announced during the closing ceremony and award presentation on August 22. Tainan City, recipient of an award for excellence, integrated local culture and interactive media into its curriculum with courses such as “Comic-nication—Speaking for the Ocean,” the marine knowledge challenge “Competitive Fun iPlay,” and “The Journey to Taijiang and Kunshen,” guiding students through observation, hands-on activities, and reflection. Keelung City promoted integrated field-based courses in the Zhengbin–Heping Island–Badouzi area and the “What’s Fun in Keelung?” teaching material series, which integrated digital learning maps, board games, and intercounty teacher skill-building initiatives. These efforts connected harbor city characteristics with sustainability topics, strengthening students’ engagement and identity with the local marine environment. Penghu County, extending its locally developed teaching materials The World’s Most Beautiful Bays and the bilingual picture book series Penghu Legends, implemented courses such as the “Marine Knowledge Reality PK Contest” and the “Coral Protection Graduation Activity” and formed a Marine Education Partner Schools Alliance to establish a comprehensive network for promoting marine education across Taiwan and its outlying islands.
