2025 Ocean Literacy Topic Writers Workshop

To align with the goals of the 12-Year Basic Education Curriculum and monitor the development of ocean literacy among elementary, junior high, and senior high school students across Taiwan, the TMEC launched the fourth phase of the Three-Year Ocean Literacy Assessment and Database Project in the 2025 academic year. Through this long-term survey initiative, the TMEC aims to assess the implementation of marine education and offer actionable recommendations to local governments for refining their promotion strategies.
On April 25, 2025, the TMEC held the 2025 Ocean Literacy Topic Writers Workshop at GIS NTU Convention Center, with a total of 18 educators in attendance. The first session was led by Associate Professor Liang-Ting Tsai from the Institute of Education at NTOU. Professor Tsai began by reviewing results from previous assessments conducted in 2018, 2021, and 2024. He also outlined the primary objectives and key tasks for the development and revision of test items in the 2025 academic year. He introduced core principles of topic writing and then used past topics as examples to emphasize key considerations and common pitfalls that must be avoided in the development of new test items.
During the second session, Ming-Hsia Lee from Dingnei Elementary School (Keelung City), Chi-Che Hsu from Jiande Junior High School (Keelung City), and Cheng-Chang Chen from New Taipei Municipal Hsin Tien Senior High School (New Taipei City) shared their experiences in participating in topic selection during the TMEC’s previous ocean literacy assessments. Finally, topic development teams were formed and assigned tasks on the basis of five core ocean literacy learning themes: Marine Recreation, Marine Society, Marine Culture, Marine Science and Technology, and Marine Resources and Sustainability. Each participant was matched with content areas that corresponded to their academic or professional background, enabling efficient distribution of work and the initial creation of new test items.
